What the White House Is Talking About:
It's tax reform plan day. A rollout, and at least a glimpse of what President Donald Trump's planning, is expected at a 1:30 p.m. briefing.

What the White House Press Corps Is Talking About:
Somewhat unusual full Senate briefing on North Korea taking place this afternoon at the Eisenhower Executive Office Building; It's unclear if Trump plans to attend, or if he just lets Secretary of State Rex Tillerson, Defense Secretary James Mattis, Director of National Security Dan Coats and Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, handle it. 

Guys, I'm Still in Berlin:
Ivanka Trump made her big world stage debut Tuesday at the Women20 Summit in Berlin, at the invitation of Angela Merkel. There was a lot of oohing about how she got booed when she brought up her father's dedication to American families. But, honestly, I was there -- it wasn't all that much, and it wasn't all that loud. The moderator stopped the conversation, however, to address the feedback, a move that Trump later told us in a small, off-camera press briefing was "politics," and the moderator's behavior wasn't a big deal. "I'm used to it," she said, "It's fine." She opened a private press gaggle, held in a back conference room at the hotel where the summit took place, by going around the room and shaking our hands, with a pleasant, "Hi, I'm Ivanka." 

Her visit, and its aftermath, remain a big deal.

Also, I hear the first daughter flew commercial (United) and stayed at the famous, five-star Adlon Hotel. Which is where, in 2002, Michael Jackson dangled his baby over the balcony, which was not cool.

Ivanka Remarks on Syrian Crisis: 
In an interview with Hallie Jackson, filmed in Berlin, Ivanka said the refugee crisis in Syria is a problem that "has to be solved," the first time she's publicly weighed in on the matter. 
Dress Like the First Daughter: 
For the panel Tuesday, Ivanka wore this floral Michael Kors from the spring/summer 2017 collection. Here's a similar style for $1,950. And here it is on the runway:

The first lady is spending part of her day at a luncheon with spouses of senators and Cabinet members at the National Gallery of Art. A tipster tells me they aren't touring any artwork, and another source, from the catering world, says there was a request for "no" birthday sweets to be served. Aw, man. BTW, the caterer handling the luncheon is Design Cuisine, the chi-chi caterers and event planners for which Melania Trump's White House social secretary Rickie Niceta Lloyd worked for several years. 

The White House says the first lady will be giving brief remarks during lunch; however, no press allowed. Happy Birthday!

What Washington Is Talking About:
Congress is getting briefed on North Korea. The Senate will be briefed at 3 p.m. ET in the auditorium of the Eisenhower Executive Office Building, and the President is expected to drop by. The House will be briefed at 5 p.m. in a secure room in the Capitol.

What America Is Talking About:
The $425 fake mud jeans Nordstrom is selling. I hate this story, I hate it so much. You can argue they're a symbol of how our society no longer values work, but I argue they're just ugly, expensive jeans that no one's buying, judging by the fact they're ugly, expensive and not sold out.

Countdown:
It's three days to Trump's 100th day in office/the White House Correspondents' Association dinner.

Understaffed:
The Trump administration still has 530 vacancies for senior-level jobs that require Senate confirmation, according to data tracked by The Washington Post and Partnership for Public Service's Center for Presidential Transitions.

Mormon Scholars Weigh in on Travel Ban:
A group of 19 Mormon history scholars have filed an amici curiae brief in the 9th US Circuit Court of Appeals regarding Trump's travel ban. Richard Bushman, one of the scholars and author of the epic and definitive "Joseph Smith: Rough Stone Rolling," said in a statement, "Mormons were among the most reviled when they came (as immigrants to the US). We have to take a stand with those who flee to America as a refuge."

Caitlyn Weighs in on Pepsi Ad:
"It wasn't Kendall's fault," Caitlyn Jenner told The Daily Beast on her latest book tour press stop about her daughter's controversial Pepsi ad. Kendall thought the script was "quite good" and was happy with the shoot, and was "very surprised" by the reaction, Jenner said.

"It was a small group that actually shut it down very quickly. Pepsi pulled it pretty quickly," she said. "Sometimes I wish they would have maybe been a little tougher and held it out there, and said, 'Look, this not about those things. This is not about Black Lives Matter or any of that.' "

Twitter added 9 million monthly active users in the first quarter of 2017, according to earnings released this morning. That's its largest quarter in user growth since 2015.

The company credits marketing and news feed and notification tweaks. And politics. "There is some evidence that we benefited from our new and resurrected users following news and political accounts in Q1, particularly in the US," Chief Operating Officer Anthony Noto said in a conference call.

Artist Behind This Michelle Obama Mural Under Fire: 
This mural of Michelle Obama went up in the Chicago neighborhood where she grew up, and the artist has been accused of copying his work from a Rhode Island art student.
The artist, Chris Devins, told CNN he credited the original creator, Gelila Mesfin. "I've taken the heat and will gladly do so as long as the kids have a mural they can look up to," he said.
