What the White House is Talking About:
President Trump today at 2 p.m. is expected to declare that the opioid crisis in America is officially a public health emergency, freeing up more funds to combat the epidemic. 

What the White House Press Corps is Talking About:
Why it took so long for this day to come -- Trump said in August that he would declare the opioid emergency. Also, yeah, everyone's talking about Oliver Darcy's story from last night about Mark Halperin, who this morning was dropped from his contributor roles at NBC and MSNBC. 

Melania Trump to Speak:
The first lady will make remarks at the opening of the opioid event today, something that is rare for her, especially in this instance where policy is involved. A White House official told me her speech is going to be very personal and she'll speak directly about the people she has met whose lives have been affected by the opioid epidemic. 

It's Maybe JFK Documents Day:
Trump teased that the public might finally get to see the classified documents surrounding the assassination of President John F. Kennedy -- and today is the day that it could come out. But, it's up to him to ok the release, so stay tuned I guess. 
Trump's Decoration Bill Slightly Higher Than Obama:
There's a report out that says the bill for Trump's redecoration of (mostly) the executive offices of the White House stands at $1.75 million, which is more than the $1.5 million Barack Obama spent when he did his re-do. The new Trump items include a conference table for $12,800, and rugs totaling $17,000.

Our Daily Melania:
I mean, what *isn't* sacred in the world of Halloween costumes? Or can anything become a sexy version of something and we're fine with that? I give you Melania's inaugural parade costume, which they call "Model Wife," 🙄.

RTCA Awards Dinner:

Last night was the big Radio and Television Correspondents' Association dinner and awards ceremony --  Hunter and I got all gussied up for it. The pride of CNN's Capitol Hill team, Manu Raju, won a big award! And we mingled with all of our colleagues from different networks -- it was good times.

It seems like Ivanka Trump has, like me, discovered the joys of Zara. I would say easily 25% of my wardrobe is Zara - truth. Here she is yesterday on the Hill to talk child tax credit, wearing a checked double-breasted jacket and matching pants. The jacket is $149.99 and the pants are $69.90

What Washington is Talking About:
The House narrowly passed a budget resolution this morning on a 216-212 vote (20 Repubs joined Dems in voting against it), and the House and Senate armed services committees are both holding classified briefings on Niger today.

What America is Talking About:
Wonder Woman is the the most popular Halloween costume in America this year, according to Google Trends. That's followed by Harley Quinn, clown, unicorn and rabbit. Donald Trump is No. 71, and the most searches for that come from Salt Lake City. The only other politician on the list is "dead presidents" at No. 521. The list doesn't include the sexy inauguration Melania (which, btw, does that not look like Britney from the "Toxic" music video?!).

Poll of the Day:
Support for legalizing marijuana has reached a new high of 64%, according to a Gallup poll. Support among Repubs also reached a majority for the first time ever, at 51%. Dems are at 72% support.

A Super PAC is Planning to go After Steve Bannon Personally:
Bannon is targeting incumbent Repub senators in next year's midterm and has been highly critical of Senate Majority Leader Mitch McConnell (like that one time he told the Economist "I'm going to light him up"). Now some friends of Mitch are fighting back. The McConnell-aligned super PAC Senate Leadership Fund plans to go after Bannon personally. SLF president Steven Law told CNN this morning:

"Candidates that get wrapped around him will have to answer for his toxic views, things that he's said, and his associates with the alt-right when Democrats make him the star of their attack ads next fall. That's our concern and that's simply what we want, to make sure that Republican candidates know what they are getting if they sign up with him or get too closely allied with him."

Twitter Bans Ads From RT, Sputnik:
Twitter announced the ban today and said in a press release it "did not come to this decision lightly" but did so because US intelligence named the two news outlets as implementing Russian state-sponsored efforts to interfere in the 2016 campaign. Twitter also said it will donate $1.9 million (the amount it estimated it earned from RT since 2011) to "support external research into the use of Twitter in civic engagement and elections, including use of malicious automation and misinformation, with an initial focus on elections and automation."

RT responded with a link to the press release, calling it "URGENT," and including a gif of the Twitter bird hurling endlessly into the sky.

Reddit Bans Nazi and Alt-Right Subreddits:
A Reddit administrator posted this note on r/modnews announcing an update to rules on the site about violent content and shortly after, users noticed a number of subreddits were banned. Here's that note, from user and admin landoflobsters:

The Joe Biden Book Press Tour Has Begun and it is Stylish:

Biden told InStyle it's too early to talk about 2020, but said:

"I think this moment in American history sort of fits into my wheelhouse and the strengths I have. I am, I think most people would say, fairly knowledgeable about American foreign policy. I'm pretty good at diplomacy internationally and bringing people together, cutting through and settling things. And I think what people are looking for most, and I hope I have it, is authenticity. I have great relationships with my Republican colleagues. They trust me, and I trust them. We can work things through."

Is Eminem the Second Political Musician from Michigan to Punk Us to Promote His Album?:
One day after Kid Rock announced that his flirtation with a Senate run was a hoax, fans believe Eminem might be pulling his own stunt to promote his next album. Eminem manager Paul Rosenberg posted this photo on Insta holding an album out Friday by the rapper Yelawolf. In the background you can see an ad on a building for a fake drug called "Revival," with a backwards "E" in it, similar to how Eminem sometimes stylizes his name.

A website for the drug says it treats a made-up condition called Atrox Rithimus, that it's "a non-injectable medication given through the ear canal," and an actor in a video on the site drops lyrics from "Lose Yourself" like "it's easy to lose yourself" and "with Revival, I won't waste my one shot." It also has a number you can call to hear more -- 1-833-2GET-REV. I called and it's a recorded message repeating a lot of the language from the site. 

Guys, I think Em just one-upped Kid Rock. This is far more clever than "Kid Rock for Senate." I AM HERE FOR THE KID ROCK-EMINEM MICHIGAN POP PRIMARY.

Street Art Sighting:
As seen in Dupont Circle: a circus-themed "Welcome to D.C." sticker in which Trump kind of looks like a Juggalo. The street art account @heavyweight_art takes credit for the sticker. It's also behind stickers you might have seen around town, some which are not exactly SFW (like the rainbow "Pence Loves Penis" one), so I haven't put them in here; THIS IS A FAMILY NEWSLETTER!!
